Resilient Cities 2015

Reality Check Workshop: City of Tshwane

The City of Tshwane (CoT) is the metropolitan municipality that forms the local government of Gauteng Province in South Africa, which includes Pretoria, the country’s capital city. This year, Tshwane was nominated as regional Earth Hour City Challenge 2015 winner by WWF

Tshwane adopted a long term sustainability vision, called Vision 2055, as part of its transition towards a low carbon, resource efficient and climate resilient city. To bring this vision into reality, the Green Economy Strategic Framework, which identifies a number of mitigation and adaptation actions, was developed in 2013. To be able to measure the impacts of these actions and facilitate the setting of ambitious targets, the City of Tshwane conducted baseline studies. It is against this backdrop that the greenhouse gas inventory and vulnerability assessment were undertaken. The ultimate goal of the Green Economy Strategic Framework is to create a comprehensive, integrated Climate Change Response Strategy (CCRS).

The City Sustainability Unit was established for the purpose of facilitating the transition of the city towards a green economy and developing the CCRS. In that direction, the City Sustainability Unit commissioned the baseline studies, drafted a Sustainable Financing Mechanism strategy to support the transition to green economy and launched an innovative Outreach Program, called “Tshwane Green” aimed at robust awareness raising on “climate change” and “sustainability” among the general public.

As the city moves towards finalizing its Climate Change Response Strategy and towards implementation, the Resilient Cities 2015 congress comes at the right moment for the City of Tshwane to showcase its progress and ask for feedback from peer cities and experts on its draft Sustainable Financing Mechanism strategy and its overall Climate Approach.

Key themes covered in this Reality Check Workshop:

  • Sustainability financing mechanism to support a green economy strategy
  • Integrated climate change adaptation strategy (Greenhouse gas emissions inventory as baseline for mitigation and an extensive vulnerability assessment with climate projections for adaptation)
  • Outreach program aimed at changing behavior towards climate change, adaptation and sustainability
